2026 Budget Preparation
The Newton City Commission is currently discussing the 2026 City budget.
Budget Process Timeline
- May 14-15: Budget work sessions
- June 24: Budget work session
- July 15: Send intent to exceed Revenue Neutral Rate to County Clerk
- July 22: Set maximum budget for publication
- Aug. 26: Hold RNR and budget public hearings, approve resolution to exceed RNR, and adopt budget
Revenue Neutral Rate
The Revenue Neutral Rate (RNR) is the tax rate the government would need to adopt to take in the same amount of revenue as the previous year. For example, to remain revenue neutral in 2026, the City of Newton would have to lower its mill levy by 3.403 mills. That’s because Newton’s assessed valuation rose by 4.95% for next year. After several budget work sessions, the City Commission decided on July 8 to notify the County Clerk that the City intends to exceed the Revenue Neutral Rate (RNR) in 2026 and keep its mill levy flat.
