Apply for a Contractor's License

Contractor licensing ensures that contractors are qualified and insured. View a list of licensed contractors(PDF, 79KB) as of June 1, 2026.

  • Class A contractors are licensed for all commercial and residential construction.
  • Class B contractors are licensed for all residential and commercial construction not exceeding three stories.
  • Class C contractors are licensed for residential construction up to two stories/three units and non-structural commercial remodeling.
  • Class D contractors are licensed for residential repair and remodeling only.

Step 1.Gather your documentation

Ensure you have all relevant documentation. For a General Contractor's License, you will need:

  • ICBO/ICC Certificate or Block / Experior / Prometric Certificate. We do not accept other City/County Licenses, only a copy of the actual ICBO/ICC, Block / Experior / Prometric Certificate.
  • Certificate of Insurance showing:
    • $500,000 comp. General Liability & Worker's Comp for Class A and Class B licenses.
    • $300,000 comp. General Liability & Worker's Comp for Class C and Class D licenses. (Note: Class D licenses strictly for working on own property may maintain a $5,000 Bond.)
    • The City of Newton must be shown as the Insurance Certificate Holder. If Worker's Comp is not needed, a waiver must be completed, signed, and notarized. Notaries are available at City Hall.

For a Trades Contractor's License, you will need:

  • Master Block / Experior / Prometric / ICC Certificate. We do not accept other City/County Licenses, only a copy of the actual Block / Experior / Prometric / ICC Certificate.
  • 12 hours of Continuing Education Unit Certificates (for both Master and Journeyman licenses within the last 2 years). We do not accept the CEU log unless it shows a certified stamp or an embossed seal.
  • Certificate of Insurance showing a minimum of $500,000 General Liability and Worker’s Comp coverage. The City of Newton must be shown as the Insurance Certificate Holder. If Worker’s Comp is not needed, a waiver must be completed, signed, and notarized. Notaries are available at City Hall.
