The Support Services Division oversees the department's in-service training and community programs and is led by Lt. Josh Millspaugh.
School Resource Officers
School Resource Officers help bridge the gap between the School District, the Police Department, and the students/community. School Resource Officers are police officers who assist in mentoring, coaching, teaching and protecting the students and School District staff. Three Newton Police officers are currently assigned as School Resource Officers working with Newton Public Schools. All the SROs are members of the National Association of School Resource Officers.
In addition to their assigned schools, the School Resource Officers assist each other, the Patrol Unit and the Investigations Division.
Neighborhood Watch
Neighborhood Watch is an organized group of civilians dedicated to fighting crime within their own neighborhood. This program is aimed at educating residents on security and safety. It also provides help with achieving a safe and secure neighborhood, while encouraging a good working relationship between citizens within the community and the Newton Police Department.
Benefits of starting and/or joining a watch in your neighborhood:
- Knowing and connecting with neighbors in your area.
- Partnering with local police.
- Extra eyes and ears in the area for reporting crime and helping neighbors.
- Fights the isolation that crime creates and feeds upon.
- Provides one of the most effective and least costly ways of stopping or reducing crime and preventing fear.

Active Shooter Training
Newton Police Department offers community training on the ALICE active shooter curriculum. The training is open to any businesses, organizations or individuals in the community.
ALICE (Alert, Lockdown, Inform, Counter, Evacuate) is a set of proactive, options-based strategies, that increase your chances of survival during a violent intruder or active shooter event. For 14 years, the ALICE Training Institute has provided violent intruder response training to individuals and organizations across the nation.
This training is one hour of PowerPoint and one hour of scenarios. The training is free of charge. If you have questions or to schedule a training, please contact Lt. Josh Millspaugh.
