NOTICE OF STREET RESURFACING

This summer, as part of the annual street maintenance program, City crews will be applying a slurry seal to selected streets in the west part of Newton. The project will run from approximately May 9 through September 15. The area is west of Elm between 1st and 12th streets. If you reside in the affected area, you may want to prepare in advance for resurfacing day.

WHAT IS SLURRY SEAL?
Slurry seal is a surface treatment that will give the street a like-new appearance. It is a mixture of liquid asphalt and aggregate. The new surface must dry completely before traffic can be allowed.  A slurry seal surface treatment will seal out moisture, protect the original surface from oxidation, improve skid resistance, extend pavement life and reduce future maintenance costs.

HOW WILL I BE AFFECTED?
It will be necessary to close scheduled streets to all vehicle and pedestrian traffic during application and drying. While barricades are in place, it is unlawful to drive on the closed street and violators could be fined and/or held responsible to pay for any damages to the delicate new surface.

WHEN WILL THE WORK TAKE PLACE?
The work will normally be completed in one day. The street is closed  at 7 a.m. and should re-open by 5:30 p.m. You will be notified of the street closing one business day in advance of the work by a notice placed at the front door. If you require additional notice, detailed scheduling will be posted weekly on the City's web site at www.newtonkansas.com.  Remember that bad weather can cause delays or re-scheduling.

WHERE CAN I PARK DURING RESURFACING?
You may choose to park your car in your garage or driveway, but you should make any necessary arrangements so you will not have to drive on the street during resurfacing. If you plan to drive your car while the street is closed, park on another nearby street not scheduled for resurfacing on the same day, and walk between your house and car. We regret any inconvenience this may cause and thank you for understanding. Vehicles left on the street after closing may be lawfully removed under police supervision at the owner’s expense.

WHAT ABOUT CHILDREN AND PETS?
The material used is brown in color when applied and can be very inviting to children. As it dries, it turns to a dark black and can only be removed from hands and clothing with cleaning solvent available at a local automotive store. It is best to keep children and pets away from the new surface until it has dried.

CAN I WATER THE LAWN?
We recommend not watering. In order for the slurry seal to be effective, it is necessary that the street be kept completely dry until the seal has a chance to harden. Overspray from lawn sprinklers will bleach out the new surface and render the seal less effective and unsightly in appearance.

WILL THERE BE GARBAGE AND RECYCLING COLLECTION, MAIL AND PARCEL DELIVERIES?
If your resurfacing day is scheduled on your trash and recycling collection day, be sure to place your containers out by 7 a.m. and collection will usually occur before resurfacing begins. Regular mail and parcel deliveries should not be significantly altered, although we cannot guarantee delivery times won’t be affected.
