Highlights of Work Performed in 2006 - Street Maintenance
- Slurry sealed 142,620 square yards of pavement in area 1.
- Crack sealed 151,556 square yards of pavement in area 1.
- Updated accessible parking per revised ADA guidelines at all City
facilities.
- Implemented the Planning Commission’s recommended changes for downtown
parking facilities, including installation of directional signage to all public
lots and various pavement marking changes.
- Converted 200 W. 5th (South side) to angle parking.
- Re-painted light poles in municipal parking lots.
- Completed numerous pavement repair projects throughout the city.
- Installed new public sidewalk on Kansas Ave. between SE 13th & SE 14th.
- Developed a plan to enhance reporting of street light outages to Westar
Energy utilizing City maintenance workers to tag suspected problem locations.
- Continued upgrading street name signs to 6” legend to comply with changes in
federal traffic sign regulations. This project is in its third year and all
major streets have been completed.
- Completed ditch regarding at S Kansas & Quail Creek Ave, S Kansas & SE 24th,
SE 24th & Paddington, 800 Country Club Dr, 200 Boyd, and S Boyd & Sharps Dr.
- Responded to 5 pothole reports associated with the 48-Hour Pothole Response
policy. The low number of reports is indicative of the overall condition of the
street network.
- Provided support to the Park Department including installation of concrete
pad for the Quail Creek park shelter, debris removal @ bridges, bike path
repairs, cemetery maintenance and other miscellaneous projects.
- Provided services and equipment loans to the NRC on several projects.
Replaced concrete transformer pad at the Rec Center.
- Repaired 227 lineal feet of curb & gutter in area 1 and additional repairs
were made at other locations.
- Replaced 500 lineal feet of curb & gutter and all driveway approaches (South
side) at 100 E 9th following a storm sewer replacement project.
- Replaced 400 lineal feet of curb & gutter at 100 W 8th (North side) for
better access to the arboretum.
- Restored utility cuts in travel ways including 87 water, 11 gas and 12 sewer
excavations.
• Completed three circuits around the city pruning trees for sight obstructions
on traffic signs.
- Completed re-striping of all pavement markings in the city. The central
business district and municipal parking lots were striped duing nighttime hours.
- Completed numerous traffic sign and signal maintenance services.
- Completed vegetation control on all pavements throughout the city.
- Replaced deteriorated valley gutters at SE 2nd & Pine.
- Corrected drainage problems at E 7th & BNSF railroad crossing and several
other locations.
- Repaired damaged pavement at E 1st & Kansas during nighttime hours to
facilitate peak daytime traffic.
- Repaired several damaged or deteriorated catch basins.
- Completed rip rap installation on the Washington Rd bridge over Slate Creek
to control erosion.
- Provided traffic control support for numerous community events including
Chisholm Trail Festival, Taste of Newton, Harvey County Fair, Newton Night Out,
Parade of Lights, Tree of Life Ceremony, Apple Blossom Festival, Carriage
Factory Anniversary, Halloween Walk, Buddy Holly Car Show, National Day of
Prayer, Discounts in the Dark, Baseball & Softball Tournaments and several block
parties (Not included in Newton Night Out).
- Completed gravel road grading 11 times during the year; well below average.
The lack of precipitation was a factor.
- Replaced public sidewalk at E 12th (Madison-Manchester) and at N Main & Old
81 Hwy for inadequate accessibility.
- Street sweeper logged 3,827 miles, collecting 1,097 cubic yards of debris.
- Assisted the Fire Department with a hay bale fire on I-135 and lent support
to the Burrton grass fires.
- Provided snow & ice control services on numerous occasions.
- Conducted the annual Christmas Tree Pickup and mulched trees for the
public’s use.
- Participated in the annual APWA Snow Roadeo held in Manhattan. This event
measures comparative knowledge and mastery of skills associated with snow & ice
control practices. Participants captured second place in the snow plow and motor
grader competitions. One participant advanced to the national competition.
- Provided and/or participated in several training events including the
National Incident Management System (NIMS), LTAP Gravel Road Maintenance
workshop, APWA Winter Training Expo, crack seal workshop, and numerous safety
training events. Involved a number of staff in division training presentations.
- Flushed numerous culverts and cleaned all flumes in the city.
- Responded to 17 requests for alley maintenance.
- Actively involved in the rapid removal of graffiti on public property.
- Conducted testing for a rapid set pavement patching compound on E 1st and at
Autumn Glen Parkway.
- Completed a number facility maintenance projects at the Service Center.
- Other various maintenance projects.

includes pavement maintenance services; street cleaning; maintenance of traffic
control elements, stormwater drainage systems, gravel roads and alleys.
We are totally committed to provide services that ensure the safety of both the
traveling public and our employees.
As the sole provider of street maintenance services, we will also strive to be the
preferred provider to the citizens and as such, the best in the industry.
We will accomplish this by delivering our services in a professional, efficient
and cost effective manner through a process of continuous improvement.
Team members are expected to put safety and quality first in their work, recognizing
that the proper performance of each job is indispensable to the success of the whole.
