Free Landfill Coupons
Free Landfill is available to Newton residents for the disposal of household wastes. The program is intended to enhance solid waste services in the community by providing an economical method of disposal for materials not included in the City's collection service. You take it to the Harvey County Transfer Station and the City of Newton will pay the fee. Everyone can benefit when residents do their part to make Newton clean and beautiful.
ELIGIBILITY
Free Landfill is for residents who pay for City sanitation service. Commercial businesses and contract haulers are not eligible. Property managers and landlords are not eligible for participation on income properties.
Residents may not participate when:
* Water bill is delinquent.
* Convicted for violation of the mandatory recycling ordinance for a period of six months.

*Bulky Items
*Appliances
*Carpet
*Demolition Waste
*Yard Waste
*Trees/BrushRefrigerated appliances must have a certificate showing Freon was removed by a licensed technician.
OBTAINING COUPONS
Coupons are available at the water billing office in City Hall. Each coupon is good for one free admission to the Harvey County Transfer Station. Participants must present a valid driver's license (or I.D. card) depicting their current Newton address. A current City water bill is also required for driver's licenses with a P.O. Box or out-of-town address. Individuals may not register for someone in another household. Coupons may be obtained at any time throughout the year and will expire on December 31 if not used. There will be no carryover. There is a limit of two coupons per household, per calendar year.
RULES
* Present coupon upon entering the transfer station.
* Waste must be carried in passenger cars, pickups with 3/4 ton rating or less, or trailers less than 10' in length. A truck and trailer combination counts as two loads.
* Loads must be secured for transport by either covering or tying down. Unsecured loads are not eligible to use the coupon.
* All containers are subject to inspection.
* Debris is subject to sorting and must be disposed of in the area designated by the Transfer Station representative.
* All rules and regulations established by the Harvey County Transfer Station must be obeyed.
* The City of Newton is not responsible for accidents or damages resulting from participation in this program.
LIMITATIONS
Coupons can't be used for disposal of the following materials:
Automobile bodies
Tires
Designated recyclables
