BOARDS

The work a man does without pay says more about the man than the work he does for a wage.

Dozens of Newton citizens serve on one or another of the 18 City of Newton advisory boards.  These boards advise our elected officials, City staff, and act as resources to the community at large.  The various Boards need people with skills in the arts, building crafts, planning and economics, and human social interaction.  Participatory membership of these boards is what helps our system of government work.  From our community to the members of these boards, we'd like to say thanks!

ELECTRICAL ADVISORY BOARD

A five member board appointed by the City Manager for three terms established in the City Code, Section 6-212. It is suggested that the board be composed of members holding electrical licenses in Newton (three Master, two Journeymen). The board recommends code amendments and considers variances, appeals and licensing. This boards meets quarterly on the second Tuesday of February, May, August and November at 5:00 P.M. The Building Inspector serves as staff person.

PLUMBING ADVISORY BOARD

Three members appointed by the City Manager for three year terms. This board was established by City Code, Section 6-313. It is suggested that the board consist of 2 Master plumbers and 1 Journeyman. The board recommends Code amendments and considers variances, appeals and licensing. This board meets at 8:30 a.m. on the first Wednesday of each month. Staff person is Building Inspector.

TREE BOARD

Five to seven members are appointed by the Mayor for three year terms as established in Code of the City of Newton, Section 20-602. This board meets on the third Tuesday of each month at 12:00 Noon in the City Hall Conference Room. This board administers the tree removal and tree planting programs as well as the implementation of the Midtown Arboretum plan and the annual tree plan. The Horticulturist is the staff person.

NEWTON LIBRARY BOARD

This is a seven member board appointed by the Mayor for four year terms. This Board is Independent and not an Advisory Board. The Board is established by K.S.A. 12-1222 and oversees the operation of the Library facility and programs. This board meets on the second Monday of each month at 5:00 P.M. at the Newton Public Library. Marianne Eichelberger is the Library Director and staff person.

AVIATION COMMISSION

This seven-member board is composed of the Mayor or designated City Commissioner, a County Commissioner, the City Manager, the County Administrator, with one member appointed by the City Commission, one member appointed by the County Commission and one at large selected by the Aviation Commission for three-year terms. This board meets on the third Monday of each month at 4:00 P.M. in the Airport Administration Building at the Newton City-County Airport. Section 2-103 of the Code of the City of Newton establishes this Commission, reorganized by Ordinance 4038-92. Duties include; enter into leases including amendments and renewals; establish, assess and collect user fees; and establish and maintain Airport Policies and Procedures manual. The Airport Manager is the staff person.

NEWTON CONVENTION AND TOURISM BUREAU (BOARD OF DIRECTORS)

Name change and amendment of by-laws occurred 2/94. Ten members representing various community interests are appointed by the Mayor for two year terms. The meetings are held on the first Thursday of each month at 8:15 A.M. in the offices of Convention and Tourism Bureau. The board administers the revenue received from the local hotel/motel guest tax. The revenues are used for promotion of tourism and convention services here in Newton.  Shelley Black is the staff representative. (Adoption of new by-laws by NCTB December 1997 pending City Commission approval.)

ACCESSIBILITY ADVISORY BOARD

This board was created by Ordinance 4068-93 in response to the Americans with Disabilities Act. The board consists of seven members for three year terms with at least three members having a disability. Quarterly meetings are required. The duties of this board include:

1) Advise the City Commission and Manager on matters related to accessibility of public property
2) Evaluate public and private projects and activities for handicapped accessibility
3) Provide technical assistance related to disabled
4) Serve as advocates of Citizens with disabilities
5) Review and report findings of federal and state regulations and guidelines
6) Serve as resource to City Commission and staff
7) Carry out function delegated in ADA grievance procedure 
The City's Risk Manager (ADA Coordinator) is staff person.

 

MECHANICAL ADVISORY BOARD 

Three members appointed by the City Manager for three year terms. Board consists of three licensed installers and staff person is the Building Inspector. Responsibilities of the board are to deal with appeals, variances, code amendments and licensing. Meets on the second Wednesday of each month 5:00 P.M.

BUILDING CODE BOARD OF EXAMINERS AND APPEALS

A five-member board appointed by the Mayor for three-year terms. Two at large members, (suggested one architect and one engineer) three contractors (1 Class A, 1 Class A, B or C, 1 Class C or D). The Board structure is defined in City Code, Section 6-102. Meets on the first Thursday of each month at 4:00 P.M. in the City Manager's Conference Room. Duties include review Building Codes; recommends amendments adoption, considers appeals and variance requests; defines problem areas i.e. service entrance, conductors for electricity; forum for communication between inspector and building trades. The Building Inspector is the staff person.

NEWTON HOUSING AUTHORITY

This is a five-member board appointed by the Mayor for four-year terms which meets on the last Wednesday of each month at 11:30 A.M. at Midtown Towers. This board provides the policy making for management of the City's units of public housing plus Section 8 federally subsidized, privately-owned housing. Barbara Martin is the Executive Director.

NEWTON RECREATION COMMISSION

A five-member board with two members appointed by the City Commission, two members appointed by the school board and one member at large appointed by the four Recreation Commissioners for four year terms. Meets monthly on the second Wednesday at 11:00 A.M. at the Community Activity Center. Oversee the recreation program and operation of Activity Center.

HARVEY COUNTY ECONOMIC DEVELOPMENT COUNCIL

The Harvey County Economic Development Council, Inc. Board of Directors was reorganized in December of 1994. The make up of the board was changed to address the concerns of the funding partners. Under the new structure, the City of Newton appoints three members to the board, Harvey County appoints three members to the board, and the Cities of Halstead, Hesston and North Newton, and the Newton Area Chamber of Commerce each appoint two members to the Board. the City of Burrton joined the JDC on March 9, 1995 and will appoint two members to the Board. 
Each member partner will also have the chief administrator serve on the board as a non-voting ex-officio board member. The immediate past president of the JDC will remain as a board member for the year following his/her term.  Mickey Fornaro-Dean is the Executive Director. 

NEWTON NORTH-NEWTON AREA PLANNING COMMISSION

The City Commission adopted Ordinance No. 4035-92 on February 19, 1992 which restructures the Planning Commission combining it with the Board of Zoning Appeals. Six members are appointed by the City of Newton and three members are appointed by the City of North Newton for three year terms. They meet on the first Monday of each month at 7:30 P.M. in the City Commission Room. Duties include those set forth in K.S.A. 12-741 et.seq. and K.S.A. 12-759. The Community Development Director is the staff person.

FAIR HOUSING BOARD

The Fair Housing Board is a five-member board appointed by the Mayor for three-year terms. This board meets only on call to hear complaints of alleged violations of the Fair Housing Ordinance that would involve discrimination in the sale or rental of housing for reasons of race, religion or ethnic origin. Federal Housing requirement.

SUBSTANCE ABUSE BOARD

A seven member board appointed by the Mayor for three-year terms by Kansas Statute to administer the Liquor tax received from the State. This board meets on the second Tuesday month at 4:30 P.M. in the Law Enforcement Center Conference Room. The money is used to fund alcohol and drug education, prevention and treatment programs.

COMMUNITY CORRECTIONS ADVISORY BOARD

This is a combined committee coordinated by Harvey County. The City of Newton has 2 appointments.

HISTORIC PRESERVATION COMMISSION

This Commission is created by joint ordinance with the City of North Newton adopted in February, 1996. The City of Newton adopted Ordinance 4195-96 on February 20, 1996. North Newton adopted Ordinance 401 on February 12, 1996. The commission is comprised of nine members with six appointed by the Mayor of Newton and three appointed by the Mayor of North Newton. After the initial appointments to staggered terms all members will be appointed to serve three year terms. Terms will run from May 1 thru April 30. A Chair and Vice Chair will be elected from the membership.  Autumn Daily is the staff representative, and meetings take place in the Newton Public Library Board Room.
This commission is assigned the tasks of:

  1. Promote the designation of historic properties, landmarks, districts for educational, cultural, economic and general welfare of the public
  2. Strengthen the economic base of the cities by the re-vitalization, preservation, protection and enhancement of those structures and districts which reflect outstanding elements of cultural, artistic, social, economic, political, architectural, historic or other heritage of the cities
  3. Promote the outstanding historical or architectural structures or districts of the cities by promoting civic pride in the history and accomplishments of the past
  4. Stabilize and improve the aesthetic and economic vitality and values of such structures and districts.
